Supervise and ensure compliance in all procurement and contract activities for the San Joaquin Regional Rail Commission, leading a small team with a high volume of work and focusing on efficiency and continuous improvement.
Responsibilities
- Oversee daily workflow, providing direction, prioritization, and quality assurance for purchase orders and contract processing.
- Mentor and train junior staff on best practices, regulatory compliance, and system procedures.
- Act as a primary escalation point for complex issues, internal concerns, and policy interpretation.
- Ensure accuracy, compliance, and precision across all public procurement and contract actions.
- Strategize and innovate to solve problems, advancing departmental goals through process efficiency and continuous improvement.
- Communicate consistently and effectively with key personnel and management regarding team performance and operational status.
- Supervise the administration of procurement and contract activities, ensuring timely delivery of services related to negotiations, contract administration, development, purchasing, RFPs, IFBs, and other transactional documents.
- Understand, interpret, and ensure compliance with federal, state, local laws, ordinances, and various funding agency requirements.
- Monitor progress of the procurement and contracts (PC) team and communication with Project Managers.
- Develop goals, objectives, procedures, and work standards, and evaluate, revise, and implement work methods.
- Lead contract administration duties during solicitation and pre-award phases to ensure compliance.
- Develop, review, critique, approve, and execute contracts in accordance with all applicable laws and SJRRC policies.
