The Police Captain maintains high standards for efficient and ethical police operations, oversees internal investigations, and ensures strong community engagement.
Responsibilities
- Maintain high standards for efficient, ethical, and professional police operations
- Oversee investigations involving police personnel
- Develop, implement, and interpret departmental policies, rules, regulations, programs, orders, and duty assignments
- Manage, prepare, and monitor Police Department budget accounts
- Apply for and administer State and Federal grants
- Oversee purchasing documents, planning materials, staff reports, and other police records
- Serve as key liaison with other City departments, community members, media, and law enforcement agencies
- Direct operations of the Bureau of Services, including Records Unit, Dispatch Center, and Professional Standards Unit
- Supervise and counsel staff, prepare performance evaluations, and recommend training opportunities
- Analyze and recommend changes regarding operating policies, new laws, personnel transfers, equipment, and staffing
Requirements
- At least one year of experience as a sworn Police Lieutenant with any California agency, or five years of work experience as a Police Sergeant in the City of San Leandro
- Possession of a valid advanced California Peace Officer Standards and Training (POST) certificate
- Strong strategic thinking skills
- Extensive knowledge of modern California law enforcement practices and procedures
- Exceptional leadership and sound decision-making abilities
- Commitment to coaching, mentoring, and developing staff
- Clear and effective verbal and written communication skills
- Strong interpersonal abilities
- Demonstrated commitment to community-oriented policing and public safety
Qualifications
- Relevant higher education, such as a bachelor’s degree from an accredited college or university with major course work in criminal justice, police science, public administration, or a closely related field is highly desired.
- At least one year of experience as a sworn Police Lieutenant with any California agency, or five years of work experience as a Police Sergeant in the City of San Leandro.
