People Development Manager

About This Role

This role involves building foundational learning, development, and performance management programs from the ground up within a growing healthcare organization.

Responsibilities

• Partner with an external consultant to design and maintain goal setting, evaluations, and feedback processes
• Link performance data to learning and development opportunities
• Align performance goals with individualized development plans and career progression pathways
• Build tools and frameworks for ongoing coaching and development conversations
• Train managers and employees on goal setting, feedback, and performance practices
• Monitor adoption and effectiveness, recommending improvements as needed
• Lead onboarding, role-based training, and professional development programs
• Oversee ECM-specific training, ensuring compliance and quality
• Design and implement career pathing frameworks that outline growth opportunities
• Develop and deliver programs for new and existing supervisors (coaching, people management, compliance)

Requirements

• 5+ years in learning and development, talent management, or organizational development roles
• Experience building programs or systems from scratch
• Experience managing direct reports or instructional teams
• Strong knowledge of adult learning principles and instructional design
• Excellent communication, facilitation, and presentation skills
• Ability to manage multiple projects in a fast-paced environment
• Ability to build relationships and influence at all levels within a distributed workforce
• Proficiency with LMS platforms (e.g., Relias)
• Proficiency with virtual collaboration tools (Google Suite, Salesforce Health Cloud, Smartsheet)

Qualifications

• Bachelor’s degree in HR, Organizational Development, Education, or related field
• 5+ years in learning and development, talent management, or organizational development roles

Nice to Have

• Experience in healthcare, social services, or Medi-Cal/Medicaid programs
• Experience supporting performance management system implementation or organizational change initiatives
