About This Role

This role involves planning, organizing, controlling, and directing staff in complex professional, technical, and administrative support for City programs and activities. The Manager I/II oversees project planning and coordinates with various agencies and departments to improve efficiency and effectiveness of services within the City of Palmdale, specifically focusing on housing initiatives.

Responsibilities

  • Manage and organize the planning and implementation of complex projects and activities, establishing objectives, priorities, schedules, and managing project budgets.
  • Develop and implement department or division goals, objectives, policies, and priorities.
  • Plan, organize, and direct the activities and staff of the division, including supervising, training, and evaluating professional and technical planning staff.
  • Develop and standardize procedures and methods to improve the efficiency and effectiveness of services, assess and monitor workload, and identify opportunities for improvement.
  • Supervise department or division staff, coordinate staff training, conduct performance evaluations, and implement discipline procedures as required.
  • Assist in preparing and coordinating budgets, making recommendations, and compiling budget documents.
  • Serve as City liaison, maintaining strategic professional business alliances with the public, local businesses, and contractors regarding new and existing programs.
  • Plan, organize, and direct housing activities, including affordable housing development, homebuyer assistance, property acquisition, and rehabilitation programs.
  • Prepare, implement, and track Affordable Housing Agreements and other agreements in accordance with Federal, State, and local agency policies and requirements.
  • Manage affordable housing construction projects, ensuring compliance with development agreements and monitoring completion deadlines.

Requirements

  • 5 years of increasingly responsible experience in an applicable field
  • 3 years of experience in a supervisory or management capacity
  • Bachelor's Degree from an accredited college or university with major coursework in a related field
  • Ability to obtain and maintain a valid California driver's license

Qualifications

  • A Bachelor's Degree from an accredited college or university with major coursework in a related field.
  • Five years of increasingly responsible experience in an applicable field, including three years of experience in a supervisory or management capacity.
