About This Role

This role supports Port Houston departments with vendor contracting and procurement of goods and services, ensuring cost efficiency and compliance with procurement law.

Responsibilities

  • Oversee daily operations of the procurement process, including facilitating meetings, approving purchase orders, and processing solicitations
  • Manage execution of daily solicitation review and related documentation through the procurement life cycle
  • Review and expedite issuance of purchase orders (POs) and contracts for new orders
  • Assist key stakeholders during requirements analysis, bid process, and contract administration
  • Create and write solicitation specifications for competitive bids and proposals
  • Utilize complete understanding of fiscal controls, procurement law, best practices, and contract ethics
  • Ensure contract-related documents are accurate, error-free, and protect Port Houston's interests
  • Construct, interpret, and enforce solicitation related documents and processes
  • Develop proposed ways to improve solicitation-related documents
  • Maintain electronic and hard copies of all contract-related documents
  • Lead internal project activities, such as audits, updating process and procedures, and other special projects
  • Create procurement processes and policies
  • Provide ad hoc and customized reporting on the status of solicitations/contracts
  • Mitigate potential risk and liability to Port Houston
  • Supervise and manage all aspects of contract administration and small business administration functions, including reporting

Requirements

  • 5+ years of related experience in a similar role
  • Bachelor’s degree in Business Administration, Economics, Finance or related major
  • Knowledge of strategic procurement
  • Knowledge of procurement law, policies, directives, and practices
  • Knowledge of applicable statutory requirements and industry best practices
  • Excellent oral and written communication skills
  • Exceptional time management, organization, and follow-up skills
  • Customer service skills

  • Analytical and problem-solving abilities
  • Ability to understand and interpret technical concepts of solicitations, performance work statements, and contracts

Qualifications

  • Bachelor’s degree in Business Administration, Economics, Finance or related major. Master’s degree or Juris Doctorate preferred.
  • 5+ years of related experience in a similar role required. Previous supervisory experience preferred.
