About This Role

This role serves as the primary contact for the Oregon State Bar's Law Improvement Program, developing and administering initiatives to enhance bar participation in governmental processes, particularly concerning the judicial system and legal practice.

Responsibilities

  • Develops, implements, and administers the Law Improvement Program
  • Travels to Salem to conduct lobbying and advocacy during legislative sessions, including meeting with legislators and staff, participating in coalition efforts, monitoring legislation, and providing testimony
  • Assists the Chief External Affairs Officer with developing internal Public Affairs policies and procedures, budget, and strategic planning
  • Analyzes alternative policy options and consequences, identifying political problems
  • Assists in formulating public policy recommendations for the Public Affairs program
  • Provides research materials and project development suggestions for program analysis and implementation
  • Provides support for public policy development, government relations, and lobby activities
  • Works with staff and bar leaders to help formulate legislative positions
  • Educates bar members about the legislative process and updates them on ongoing legislative issues
  • Coordinates the dissemination of issue and legislation information within the bar

Requirements

  • Bachelor’s in public policy or communications (or related field)
  • 5+ years of legislative or lobbying experience
  • Eligibility for registration as a lobbyist
  • Knowledge of Oregon state government, legislative and judicial systems
  • Knowledge of the state’s budgetary process
  • Knowledge of regulatory and agency rulemaking process
  • Experience with Microsoft Office Suite (Word, Excel, Access)
  • Knowledge of Oregon’s elections process
  • Ability to type 40 WPM with accuracy
  • Excellent written and verbal communications skills
  • Excellent organization and time management skills
  • Excellent interpersonal and conflict management skills

Qualifications

  • Bachelor’s in related fields such as public policy or communications
  • Minimum of five (5) years of legislative or lobbying experience. Must be eligible for registration as a lobbyist.

  • Master's or J.D.
