About This Role

Lead the King County Sheriff's Office's finance, contracting, and grant administration as part of the Policy, Finance, and Government Affairs Team, supervising three professional staff and working closely with the CFO to manage the biennial budget.

Responsibilities

  • Coordinate and administer high-level, complex financial systems, projects, and processes for the Sheriff’s Office
  • Supervise a team of three finance professionals including recruitment, hiring, performance evaluation, coaching, and career development
  • Direct all financial modeling and rate models, developing revenue projections, analyzing funding options, and recommending rate adjustments
  • Lead the development, proposal, and management of the Sheriff's Office's approximately $700 million biennial operating budgets and supplemental budgets
  • Develop complex budget and financial spreadsheets for management information and reporting purposes, ensuring standardization and consistency
  • Implement financial policies and standard operating procedures on budgeting, grants, and cost-allocation processes
  • Identify and develop new budget options that improve transparency and efficiency
  • Collaborate on matters related to policy and new technologies and their financial impact
  • Develop annual charges for police contract agencies, creating supporting materials and presenting costs
  • Serve as the lead for ad-hoc financial projects and participate in their design and implementation
  • Participate in development of strategic direction for the Sheriff's Office and anticipate changes in financial outlook
  • Provide ongoing training to all levels of staff in the implementation of financial systems and processes
  • Identify and assess policy and procedural issues, making recommendations to management

Requirements

  • 5+ years of experience working with budgeting and financial forecasting in a public sector role
  • 3+ years leading or managing financial staff (including hiring, onboarding, performance evaluations, corrective action, staff development and mentoring)
  • Advanced experience with strategic financial management, budgeting, accounting, financial analysis, and forecasting
  • Advanced experience administering existing or developing new rate systems
  • Advanced experience administering grants within a government or public-sector environment (compliance, monitoring, financial reporting)
  • Advanced experience leading, mentoring, and training staff and providing direction and oversight to a work team
  • Advanced experience analyzing, interpreting, explaining, and applying relevant laws, regulations, ordinances, budget, and other policies and procedures
  • Advanced experience incorporating transparency and equity into budget processes
  • Advanced knowledge of fiscal forecasting principles and practices
  • Advanced knowledge of and experience applying Generally Accepted Accounting Principles (GAAP) within a government or public-sector financial environment
  • Advanced knowledge of cost allocation principles
  • Advanced knowledge of financial internal controls
  • Demonstrated ability in presenting complex analytical and audit results and budget presentations
  • Clearly and effectively communicate in writing and verbally

Qualifications

  • Minimum of five (5) years of experience working with budgeting and financial forecasting in a public sector role with increasing responsibilities, OR any equivalent combination of experience and education. Minimum of three (3) years leading or managing financial staff.

Nice to Have

  • Experience in managing and developing large operating and capital budgets for a public organization
  • Experience in administering or developing new cost allocation models
  • Skilled in navigating complex, political environments
  • Advanced knowledge of MS Office programs and visual management tools (e.g., Power BI, Oracle Smart View)
