About This Role

This role is responsible for leading the development and implementation of BIO's policy agenda, specifically focusing on tax and capital formation to support emerging companies in the biotech ecosystem. This involves monitoring policy developments, advocating for BIO's objectives, and managing related committees.

Responsibilities

  • Lead in the development of legislative and regulatory policies relating to tax, financial services, capital markets, securities, and accounting issues
  • Support the VP of Emerging Companies & Economic Development in tax and capital formation activities and management of Board and staff-level committees
  • Monitor legislative and regulatory policy developments, conduct research, and engage in advocacy activities to support BIO’s tax and capital formation policy goals and objectives
  • Monitor relevant capital formation, financial services, accounting, and tax policy areas and proactively identify new areas for review and analysis as needed
  • Manage the staff-level Finance and Tax Committee, which helps develop BIO’s positions on tax, capital markets and other economic issues across BIO membership
  • Create opportunities to advance BIO’s tax, financial services, and capital formation policy objectives
  • Develop actions for BIO's advocacy work plan on relevant policy areas
  • Develop written materials (one pagers, white papers, Board memos) with background and explanations on policy positions
  • Participate in outreach activities to both Hill and regulatory staff as needed to support BIO’s policy objectives
  • Maintain and develop new, constructive relationships with pertinent government officials, biotechnology industry representatives, and other individuals and organizations necessary to accomplish BIO’s tax and capital formation policy goals

Requirements

  • 6+ years of related work experience
  • Experience with biotechnology, financial services, accounting, tax, or related industries (think tank, policy organization, etc.)
  • Background with the legislative environment or a relevant regulatory agency (e.g., SEC, Congress, Treasury)
  • Solid understanding of the regulatory and legislative processes
  • Superb written and oral communication skills
  • Proven ability for research, policy analysis, and conceptual, logical, and strategic thinking
  • Thorough understanding of Committee management, including consensus-building skills

Qualifications

  • College degree or equivalent years of experience
  • 6+ years of work experience in biotechnology, financial services, accounting, tax, or related industries, preferably with legislative or regulatory agency background
