This role provides strategic leadership and governance for the organization’s project portfolio, establishing and maintaining project management standards. The Director ensures projects are delivered on time, within scope, and within budget for a dynamic healthcare company.
Responsibilities
- Intervene in at-risk projects to identify root causes of slippage, implement recovery plans, and restore stability to scope and schedule
- Transition project tracking from milestone-based reporting to quantitative forecasting, including the calculation of Estimate to Complete (ETC) and burn rates
- Act as the primary escalation point for blockers, protecting delivery teams from scope creep and unreasonable constraints while holding them accountable to deadlines
- Collaborate closely with clients and internal executives to align project requirements with business reality, ensuring transparent communication regarding risks and dependencies
- Act as the primary auditor for vendor spending, rigorously tracking billable hours against contract rate cards to ensure every dollar invoiced is valid and authorized
- Monitor labor "burn rates" (hours) to prevent unexpected variances and provide leadership with precise cost-to-complete forecasts based on actual consumption trends
- Maintain a strict gatekeeping process for all project staff to ensure no resource—internal or external—charges time without a specific, documented assignment
- Define and enforce a unified Project Management methodology (Waterfall, Agile, Hybrid) suitable for government environments
- Oversee the implementation of Agile/SAFe principles where appropriate to improve development throughput
Requirements
- 10+ years in Project and Program Management
- 5+ years in a leadership role overseeing complex system implementations or healthcare transformations
- Bachelor's degree in business, Information Technology, or related field
- PMP (Project Management Professional) certification
- Advanced proficiency in MS Project and project portfolio management tools
- Working knowledge of Azure DevOps (ADO) or Jira for software lifecycle management
Qualifications
- Bachelor’s degree in business, Information Technology, or related field
- Minimum of 10+ years in Project and Program Management, with at least 5 years in a leadership role overseeing complex system implementations or healthcare transformations
