About This Role

Lead daily transit operations and public safety for Lane Transit District, overseeing operators, buses, dispatch functions, and managing emergency responses. This role involves long-range planning, policy implementation, and direct supervision of department staff.

Responsibilities

  • Develop departmental budget and manage expenditures
  • Administer District policies and procedures, especially related to department functions
  • Serve as external liaison with other agencies and establish mission-related priorities
  • Ensure continuous attention to workplace safety and cost-effectiveness in departmental operations
  • Recommend hiring, promotion, and salary adjustments of departmental staff
  • Direct the continuous training and education of departmental staff and provide leadership
  • Plan or implement efficiency changes to transportation services, optimizing capacities
  • Monitor operations to ensure staff compliance with policies, safety rules, union contracts, and regulations
  • Promote effective employee relations and participate as a member of the executive management team
  • Oversee the Operations and Public Safety divisions, including planning, supervising, and evaluating activities
  • Oversee selection, training, discipline, and evaluation of department personnel, conducting annual staff evaluations
  • Participate and lead complex investigations and disciplinary related issues in conjunction with HR
  • Develop and present department budget; monitor expenditures and operating costs throughout the year
  • Develop and manage the District’s all-hazards emergency response and Continuity of Operations plans
  • Assume Chief Operations Officer responsibilities as needed

Requirements

  • Bachelor’s degree in planning, business administration or public administration (or significant relevant public transit management experience)
  • 5+ years of experience in transit operations
  • 3+ years of experience in supervision and budget development
  • Valid Oregon driver’s license

Qualifications

  • Bachelor’s degree from a recognized college or university in planning, business administration or public administration
  • A minimum of five (5) years of experience in transit operations, with possible substitution of three years of transit planning for three years of transit operations. A minimum of three (3) years of experience in supervision and budget development.
