The Director of Procurement provides statewide direction and guidance for procurement activities, supervising purchasers, establishing policies, and ensuring compliance with state mandates to support department operations.
Responsibilities
- Oversee statewide efforts providing direction and guidance in statewide procurement activities
- Supervise all purchasers in all statewide locations to ensure coherent and similar purchasing efforts
- Oversee, plan, and direct activities of all department purchasing personnel
- Ensure that goods or contracts are in place so that daily and emergency operations are not impacted
- Establish purchasing policies, procedures, and standards to ensure compliance with state policies and legislative mandates
- Advise departmental management on technical merits of programs, appropriation of resources, programs, and policies
- Develop contracts for department emergencies
- Develop, coordinate, and monitor purchasing budgets and operating budgets
- Ensure budget needs are included in Legislative Appropriations Requests (LAR)
- Establish, maintain and communicate purchasing management procedures in accordance with state statutes and directives
- Represent the purchasing function at Historically Underutilized Business (HUB) development forums and assist in achieving Department goals for HUB participation
- Serve as a member of the Department's Emergency Operations Center and assist with procurement activities during emergencies
- Work with Divisions and Districts to forecast needs and obtain contracts/purchase orders
- Work with the Office of Civil Rights to set department goals for use of HUBs and to communicate achievements to leaders
- Work with the statewide fleet manager on equipment rental and purchasing
