Provide construction surveillance and management support to NAVFAC Southeast, ensuring quality assurance, monitoring compliance, and administering contracts for repair, demolition, and new construction projects.
Responsibilities
- Provide management support for construction services including inspection, quality assurance, ESS compliance monitoring, and contract administration
- Coordinate requests from the construction Contractor for outages, excavation permits, and other similar items
- Attend and provide information at meetings and conferences, including Preconstruction, Safety, CQC, and Partnering Meetings
- Provide construction briefings and reports
- Review submittals designated for Government approval
- Provide construction schedule review/analysis and notes/comments/recommendations on Progress Schedules and Network Diagrams, Contractor's Safety Plan, and CQC Plan
- Monitor construction work for project CQC compliance with the contract and Contractor's submitted plans
- Prepare Construction Representative's Reports (CRRs) and Contract Construction Compliance Notices (CCCNs)
- Report instances of non-compliance with safety requirements
- Monitor compliance with environmental protection requirements, measurements and assurance surveying, and materials testing
- Witness testing of various systems (waste, gas, water, electrical, HVAC, fire protection, elevator, boiler, energy monitoring control)
- Review daily CQC and Contractor Production Reports (CPRs) and monitor updating of Submittal Status Logs
- Complete field pay estimate worksheets for construction contracts with CSET and FEAD/ROICC personnel
- Notify FEAD/ROICC Leadership of disagreements, discrepancies, or major problems
- Assist in conducting pre-final inspections
- Provide advice for modification negotiations
- Maintain working files and use NAVFAC's Electronic Construction and Facility Support Contract Management System (eCMS)
- Prepare independent construction cost estimates and narrative assessments for modifications to construction contracts
- Provide construction photographic and record drawing services
- Perform constructability review services and spot checks for completeness and accuracy of plans and specifications
- Manage Requests for Information (RFIs)
Requirements
- Construction technical competencies and qualifications to verify workmanship
- Knowledge of construction scheduling methods and software (Primavera Suretrak/P3/P6, Microsoft Project)
- Proficiency in Microsoft Word, Excel, PowerPoint, Outlook; Adobe Acrobat Professional; and RS Means/CostWorks
- Ability to communicate effectively, concisely, and authoritatively in English both orally and in writing
- Experience in preparing correspondence, writing reports, and briefing management personnel
- Experience in developing and maintaining complex, long-term, multi-year program construction management activities
- Familiarity with Federal building design criteria and construction guide specifications
- Knowledge of construction practices and techniques
- Ability to accurately calculate construction costs for changes and provide recommendations for equitable adjustments
- Ability to monitor and review contractor submissions of as-built drawings
- Ability to identify critical and long lead-time materials and recommend procurement strategies
- U.S. Citizen
Qualifications
- Bachelor's Degree in engineering from an ABET-accredited university; or construction management from an ABET or ACCE-accredited university; or architecture from a NAAB-accredited university, or additional 5 years of experience
- A minimum of 7 years of experience as a Construction Manager, Field Engineer, Project Engineer, or Quality Control Manager on commercial/industrial type facilities, utility, or waterfront related contracts valued over $5M.
