This role oversees multiple residential homes for individuals with intellectual and developmental disabilities, managing Direct Support Managers and ensuring compliance with regulations. The Program Manager contributes to a support network, communicating with stakeholders and ensuring the smooth day-to-day operations of the homes.
Responsibilities
- Supervise Direct Support Managers (DSMs), including annual performance evaluations
- Attend weekly 1:1 meetings with DSMs and monthly house meetings
- Review and approve documentation in iCare Manager (ICM) and monitor Paycom for timecard corrections, leave requests, and applicants
- Plan and schedule activities for supported individuals, including booking vacations
- Maintain records under policy and State/Federal regulations and ensure documentation uploads
- Communicate with internal and external partners regarding day-to-day operations
- Review and submit payroll in accordance with deadlines
- Oversee operating monies, review receipts, and assist DSMs with inventory
- Provide supervision on periodic weekend and evening hours in conjunction with the RPM team
- Keep Assistant Director informed of health and safety concerns
- Act as liaison between Day, Residential, and other agencies in the DSM's absence
- Maintain routine contact with supported individuals, family members, or legal guardians
- Gather and compile materials for agency-related reviews, including Incident Reporting and audits
- Keep management and support team informed of situations threatening the health and safety of supported individuals
- Maintain daily absence records and assist in department training
- Approve DSM's monthly staff schedule and submit to the Assistant Director
- Report and monitor incidents, injuries, and terminations to appropriate departments
- Conduct quarterly site visits and inform Operations Department of needs
- Review emergency drills and follow up on identified issues
- Interview and hire potential DSMs, coaching and mentoring them in management
- Assist with interviews and tours for prospective persons served, their families, guardians, and coordinators
- Review Care Plans and 45 Day plans across all services with DSMs
- Conduct assigned training in homes and ensure staff complete job-related training
- Complete licensing applications for new sites and attend necessary inspections
Requirements
- High school diploma or GED
- 5+ years working with and supporting people with intellectual and developmental disabilities
- 3+ years supervising Direct Support Professionals
- Supervisory experience in documentation and people care
- At least 21 years of age
- Valid driver’s license
- Ability to travel between locations during work hours
- Ability to transport people supported in a personal or agency vehicle
- Ability to fluently read, write and understand English and communicate effectively
- Proficient computer skills, including Microsoft Outlook and Word
- Knowledge of Code of Maryland Regulations (COMAR) & Home and Community-Based Services (HCBS) Final Rule, waiver and service definitions and regulations, guidelines, procedures & philosophy
- Excellent verbal and written communication skills
- Strong leadership skills
- Strong interpersonal skills
- Ability to delegate with appropriate levels of authority
Qualifications
- High school diploma or GED
- 5+ years working with and supporting people with intellectual and developmental disabilities, with at least 3 years supervising Direct Support Professionals. Experience must include supervisory responsibilities in documentation and people care.
