This executive leadership role serves as the Chair and Board Member of the Departmental Appeals Board (DAB) within the U.S. Department of Health and Human Services. The position is responsible for providing strategic direction and oversight of adjudicatory, administrative, and dispute resolution functions, while managing organizational performance and advising on policy improvements.
Responsibilities
- Serve as Chair and Board Member of the Departmental Appeals Board (DAB)
- Provide executive leadership, strategic direction, and oversight of adjudicatory, administrative, and dispute resolution functions
- Manage and evaluate organizational performance, budgets, and human and financial resources
- Oversee staff, Board Members, Administrative Law Judges (ALJs), and Administrative Appeals Judges (AAJs)
- Ensure effective operations and compliance with applicable regulations
- Exercise authority over jurisdictional rulings, panel and case assignments, appeals procedures, and alternative dispute resolution activities
- Maintain liaison with Department leadership, operating and staff divisions, other federal agencies, and external stakeholders
- Advise on policy and procedural improvements to support Departmental objectives
Requirements
- U.S. Citizenship
- Must possess a Juris Doctorate (J.D.) from an accredited law school
- Active Membership or admission to the bar
- Demonstrated experience examining and applying complex and novel legal principles to make authoritative determinations
- Demonstrated executive-level experience designing, implementing, and overseeing organization-wide operations and processes for advising high-level organizational officials and external stakeholders on complex legal and factual issues
- Demonstrated experience formulating, implementing, and revising policies, strategies, and operational processes to deliver high-quality adjudication services
- Demonstrated ten years of experience as a licensed attorney preparing for, participating in, and/or reviewing formal hearings or trials involving litigation or administrative law at the federal, state, or local level
- Meet Executive Core Qualifications (ECQ) and Technical Qualifications (TQ)
Qualifications
- Juris Doctorate (J.D.) from an accredited law school
- 10+ years of experience as a licensed attorney preparing for, participating in, and/or reviewing formal hearings or trials involving litigation or administrative law at the federal, state, or local level. Demonstrated executive-level experience designing, implementing, and overseeing organization-wide operations and processes for advising high-level organizational officials and external stakeholders on complex legal and factual issues.
