Manage financial, administrative, legal, and contractual operations and reporting for state and federal grants within the Hazard Mitigation Section of North Carolina Emergency Management. This role ensures effective oversight of disaster assistance funds and provides expert guidance on financial and administrative topics.
Responsibilities
- Manage financial, administrative, legal, and contractual operations and reporting for assigned state and federal grants and cost centers
- Ensure effective oversight and management of federal and state disaster assistance funds
- Provide expert-level guidance to the Assistant Director and deputies for Hazard Mitigation on finance, administrative, and contractual topics
- Assess business systems to determine weaknesses and provide support for Hazard Mitigation programs
- Ensure business rules and analytics are up to date and correctly maintained
- Develop, coordinate, and submit required financial reports, compliance supplementals, grant agreements, and other documentation
- Manage the section’s portfolio of contracts, including invoice review and approval
- Review contract terms and recommendations for consistency with state, federal, and program requirements
- Maintain good working relationships with employees and other state and federal agencies
- Manage and oversee a team of budget analysts, compliance analysts, financial analyst, contract specialists, accounts payable, a legal assistant, and an administrative assistant
Requirements
- Bachelor's degree in accounting, business, finance, or related discipline OR equivalent combination of education and experience
- 3 years of progressive related experience
- 2 years of supervisory experience
Qualifications
- Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution or an equivalent combination of education and experience
- 3 years of progressive related experience, two years of which should be in a supervisory role
Nice to Have
- Working knowledge of current federal, state, and/or local government financial procedures
- Experience preparing written financial findings
- Experience presenting oral and written recommendations
- Experience analyzing financial and administrative information pertaining to grant management
- Experience in developing new processes and/or procedures
- Working knowledge of technical and administrative rules/regulations in federal grant administration
- Experience in problem-solving to interpret account compliance and/or report findings to management
