Lead multi-million-dollar heavy civil roads capital construction projects for Kitsap County, overseeing inspection teams and ensuring compliance. This role involves both office and field assignments, combining technical skill with leadership to improve community infrastructure.
Responsibilities
- Oversee construction activities and inspection staff to ensure projects meet contract plans, specifications, and regulatory requirements
- Review daily reports, provide technical guidance, and resolve complex contractual issues
- Ensure full compliance from contract award through project closeout, applying professional judgment to challenging situations
- Independently manage construction budgets, review and approve contractor payments, and negotiate change orders
- Lead staffing decisions, coordinate utilities, and conduct pre-construction and weekly progress meetings
- Serve as the primary contact for contractors, utility companies, regulatory agencies, and the public
- Review and respond to RFIs with professional engineering judgment
- Partner with Public Outreach staff to communicate project impacts and respond to community questions with technical expertise
- Support the inspection program for in-service bridges, including required reporting with assistance from the Capital Construction Inspector Supervisor
- Directly supervise and mentor project inspection staff
Requirements
- Licensed as a WA State Professional Engineer (PE), or in process of securing WA State comity
- OR Bachelor's degree in construction management, civil engineering or related field AND four years of related construction management/engineering experience under the direct supervision of a licensed PE
- OR Engineer in Training (EIT) certification AND four years of related experience
